Minutes of 120th Meeting of the

CHIPPING WARDN & EDGCOTE PARISH COUNCIL

Held on Tuesday 17th September 2024 in the Village Hall @ 19.30

120.1 Open ForumResidents – K Merry B Davis and the new landlord of the Griffin.  
  Both residents and Councillor Eastwood were in attendance to discuss the Planning application at 14 Allen Orchard. Mr Merry explained his reasons for objection to the planned dormers and Mr Davis explained his plan for the bungalow.  Chairman stated that Parish Council did not believe there was any jurisdiction for objections that would stand up with the planning rules and Mrs Eastwood elaborated on the rules in this case and also on “calling in”; she will do this if Mr Merry felt he would like to go down this route but she felt that it would not change the outcome.  Mr Merry didn’t feel that there would be any point, but will contact Mrs Eastwood if he wishes to procced.

Mr Davis thanked the meeting for their consideration and left the meeting.

Mrs Eastwood remained to answer questions and inform of any WNC news.

Financial planners consider that council will be in the red by year end; but plans are underway to turns this around early in the new year.

Connections have been severed with the North Northamptonshire Council.

There will be unitary council elections in May which may lead to some boundary changes. It may mean Alison will have 19 villages to represent.

  Co-opted councillors have completed declarations, GDPR compliance, Electronic consent form and register of interests.

They were again welcomed to the Parish Council.

a) Village Walk

Road has several potholes outside Griffin Pub; reported under 6458014 and Semi-permanent repair carried out

Post Box

Clerk has reported condition of post box to Royal Mail- no reply but lichen has been scrapped off!!

Culworth Road-No overnight sleeping sign on hardstanding obscured – cut back greenery

Thames water hedge trimming to sewage works

Area around and particularly behind the village notice board continues to be very scruffy.        Leicester to be asked to trim here

Post still need replacing  on noticeboard    HG to be asked

New post by Church on the street name sign at the top of Hogg end required. Sign is also in poor condition.

  Mowing – £275 the per cut accepted tender amount.  Once they had carried out first two cuts several areas were not done and a meeting with (Leicestershire Gardens) was was held.  They had not received the revised maps so a further payment was agreed; this is still under the 2 other original tenders.  The first invoices showing the new rates were accepted were discussed and agreed under Minute 119.9.

Keir have settled on payments towards grass cutting. Specifications, agreement was signed and requirements have also been received.

a) Diversion signs pointed to Mill Lane not Culworth Road.

b) The batch plant will be working 6am to 7pm, due increased demand for cement on special projects

Boddington Road Overbridge needs extensive work to get approval from Highways– bridge parapets require redesign.  There will be extensive delays and a further temporary road is planned to provide connection from Boddington to Wormleighton

 
c) Once the work at Trafford Bridge is complete and the Wardington Road is opened, Culworth Road will be closed – Probably 2026

  All inspections are up to date.

There are 2 broken items – suppliers are aware and have promised to deal with them asap

In-growing weeds appear to have been sprayed

    Mill Lane – During the middle of the night, a car regularly drives down Mill Lane, approximately to The Court House, immediately turns around and drives back up Mill Lane.  This distinctly suspicious behaviour to be monitored & will be passed onto the new PC when they are in place to follow up
